China to speed up innovation in agricultural technology 02-02-2012 19:33 BJT Special Report:2012 Annual Meeting of World Economic Forum | China has published its annual first high-priority policy document, focusing on agriculture and rural areas. The document, issued annually, is considered key in setting the agenda for the coming year. This year the focus is speeding up innovation in agriculture science and technology, and building up capacity to guarantee product supplies. Eight years of growth in a row for china’s grain production has seen a record rarely achieved in recent Chinese history. 2011 was the best year in this century in terms of agriculture and rural development as a whole. The government attributes this bumper yield to the joint efforts at all levels for technology innovation. Chen Xiwen, Deputy Head of Central Rural Work Group, said, The technological contribution to yield increase reached 53.5% last year, a great achievement compared to previous years. But compared with agriculture in developed countries, we still fall far behind, for the harvest of half of our cultivated land still depends entirely on the weather. With the industrialization of the country, the number of farmers has been falling, and for the first time has been surpassed by the number of urban residents. Less rural labor means the adoption and promotion of technology is urgently needed. Han Changfu, Ministry of Agriculture, said, What we eagerly need now are, first of all, the supply of scientific achievements to the field; second, the promotion of the usable innovation technology at the grass-roots, and also, more qualified technicians to practice innovation, that is modern farmers. According to the document, the central government fiscal will invest more than last year on improving the country’s agriculture, including farmers and agriculture technicians’ living conditions and incentives for scholars in agriculture science. Zhang Ni said, This is the 9th consecutive year the Chinese government has published its No. 1 document on agricultural developpement. Since farmers still account for half of the chinese population, and represent the poorest people in the country, agriculture issues could remain a priority of the central governement.
