    Bush defends rejection of Kyoto treaty


GOTEBORG, Sweden — A rift (
不和)over global warming created tension (紧张)between President Bush and European leaders in their meetings here Thursday. After meeting with the heads of state from the 15 European Union nations, Bush reiterated (重申) his opposition (反对) to the Kyoto Protocol of 1997, a treaty (条约) that would require industrialized nations to reduce greenhouse gas emissions. The United States is the leading producer of those emissions. "People in our nation care about global warming and greenhouse emissions," Bush said at a news conference. "We didn't feel like the Kyoto treaty was well-balanced. It didn't include developing nations. The goals (目的) were not realistic(现实)."

 

LONDON (AP) — President Bush on Thursday dismissed (驳回) criticisms (批评) from the Senate's (参议院的) Democratic (民主党的)leader that his foreign policy promotes (提升)U.S. isolationism (孤立主义). He vowed (发誓) to stand firm in his opposition to a global warming treaty supported by European allies (联盟).

In the face of European opposition, Bush reiterated his belief that building a missile defense system is essential (必需的)to keeping the world at peace. He also repeated his opposition to the Kyoto protocols, saying "I believe we need to work together to reduce greenhouse gases. But I refuse to accept a treaty that will harm our country's economy."

than 160 nations met in Kyoto, Japan, to negotiate (
谈判)binding limitations (限制) on greenhouse gases for the developed nations, pursuant (依照) to the objectives (目标) of the Framework(框架) Convention on Climate
Change of 1992. The outcome (
成果) of the meeting was the Kyoto Protocol, in which 
the developed nations agreed to limit their greenhouse gas emissions, relative (
有关)
to the levels emitted in 1990.
The United 
States agreed to reduce emissions from 1990 levels by 7 percent during the period 2008 to 2012.
